The Technology Enterprise Commercialisation Scheme (TECS) by SPRING provides start-ups with early-stage funding for the developmental efforts towards the commercialisation of proprietary technology solutions based on strong technology Intellectual Property and a scalable business mode. It’s a competitive grant in which proposals are evaluated based on both technical and commercial merits by a team of reviewers, and the best are funded.

Applicants may apply for either the Proof Of Concept (POC) grant or the Proof Of Value (POV) grant, depending on the stage of development of the technology or solution/concept. Up to 100% of the qualifying costs can be supported for POC grant with a cap at 250,000 SGD. Up to 85% of the qualifying costs can be supported for POV with a cap at 500,000 SGD.

1. State oversight weakened, consumers vulnerable

    

   I grew up in the Northeast, and now live in a Mid-Atlantic state. I understand Fall. The weather is crisp and the leaves turn colors. Happens every year.

    

   Just like the leaves turning colors in the Fall, someone predictably come up with a supposedly great idea: let consumers buy health coverage from insurers across state lines.

    

   The argument is always the same: Interstate sales increases competition and reduces costs for consumers. This sounds workable on paper. The latest go-around was raised in this past week’s presidential debate as the fall leaves tumbled — just like consumer protections.

    

   Problem is, interstate sales open the door wide for fraud, and water down consumer protection. And, most people advocating this system usually don’t include important and necessary protections when pushing their interstate plans.

    

   Yes, neighboring states can legally create partnerships that allow insurers to cover consumers in any state within the partnership. Yet partnerships have strict, built-in legal protections when states agree to work together. Insurance regulators know who’s doing business. Networks also offer consumers choices of doctors and facilities.

    

   These protections and coverages may not exist under a blanket permit for consumers to buy coverage in any state.

    

   Consumers don’t know what insurance regulator to reach for help. And would the regulator in the state where the consumer lives have much incentive to help if the health insurer is domiciled another state? Would the regulator where the insurer is domiciled help a consumer living in a different state?

    

   We already see crooks peddling bogus health insurance to unsuspecting consumers and small businesses. This problem would be magnified if interstate sale of health insurance was allowed without strict and well-defined oversight.

    

   Insurers must be state-licensed to do business in a given state. How can state oversight properly protect consumers if anyone can offer insurance to any consumer in any other state?

    

   Who makes certain the insurer is solvent and can do business in another state? And, would an insurer in one state have an adequate network of doctors, hospitals and pharmacies to cover the health needs of consumers in another state?

    

   These questions are raised every time interstate health-insurance sale is broached. Yet we never hear answers — just the simplistic nostrum that interstate sales will help reduce healthcare costs.

    

   Don’t just spoon out more words like falling autumn leaves — prove that consumers would be better protected.

When you give unwavering trust to your subordinates, expect them to do a great job. No matter how skillful and talented a person is but lacks the will, he can never go any further. Lack of skill and lack of will are two main factors of underperformance. In a motivational study held in Jakarta, Indonesia, a lot of leaders agree that a skill gap is easy to fill with proper training, supporting and monitoring while the will gap makes it harder to cross. You need to dig into your employee’s motivations. Is he not happy in his work anymore? Is there something blocking him? To coax him in telling you the reason, you have to get back to number one.

If you’re like most people facing a health condition that requires hospital care, you’re not thinking about the hospital where you’ll be treated. You’ll go to the closest hospital or where your doctor sends you, and it will be fine. It’s not that simple. Don’t confuse healthcare convenience and quality. Where you’re treated matters—every bit as much as the doctor providing the care does.

1. All Hospitals Are Not the Same
   

All hospitals are not the same—at least when it comes to the quality of care they provide. Some offer significantly better care than others, and the difference to patients can be dramatic. How dramatic? Your chances of surviving heart bypass surgery could be 85.6% higher at one hospital than at another hospital just down the road. Your chances of sailing through a total knee replacement without complications could be 63.4 % higher. This information tells us if patients at a particular hospital are more or less likely to have a successful medical outcome. When it comes to hospital care, success is defined in two ways. Mortality—Did patients die during or after their care? Complication rates—Did patients experience unexpected health issues, such as an infection or blood clot that required additional medical care? Reviewing a hospital’s performance based on objective measures of quality can increase your chances of a good outcome.

1. How We Rate Hospital Quality

Health grades rates hospital quality based solely on objective measures of performance—mortality and complication rates. First, we calculate the mortality and complication rates a hospital is expected to have for a range of common conditions and procedures—from maternity care to knee replacements. Then we calculate the actual (observed) rates at the hospital. After comparing the expected and actual rates, hospitals are placed into one of three categories for their performance on each procedure or condition: better than expected outcomes (5 stars); as expected outcomes (3 stars); and worse than expected outcomes (1 star).

There are few no-brainers in healthcare—but this is one of them: If you’re treated at a hospital with 5 stars in your condition or procedure, you have a much lower risk of dying or experiencing a complication than at a lower-rated hospital for that condition or procedure. In fact, mortality and complication rates for a given condition or procedure can vary considerably from one hospital to another just a few minutes down the road.

Beyond Boiler-Plate

At Victory Energy, every boiler is a custom boiler. There is no standardized, off-the-shelf model, no “fudging to fit.” We design, draw and build your boiler for your exact needs and conditions.

We start by developing the thermal design and boiler size, incorporating the job-specific requirements for steam capacity, pressure and temperature, fuels available, emission limitations, physical space limitations, and any additional requirements. Next, we execute General Arrangement drawings showing the equipment dimensions and layout, customer tie-in locations and details, and design data. Finally, we create the detailed fabrication drawings that will be used throughout the manufacturing process.

To accomplish this, Engineering draws on a diverse background of subspecialties. Our Engineering “Steam Team” has extensive experience with packaged direct-fired and heat-recovery watertube and firetube industrial boilers, field-erected utility boilers, boiler burners, control systems, economizers, direct-fired heaters, structural steel and ductwork.
